1 - 3 that the Board of Directors approve the following consent motions:
That the firm of Cadwalader, Wickersham & Taft be retained as ASHRAE legal counsel
for fiscal year 2000-2001.
That the appropriate and required bank resolutions for institutions in which ASHRAE
funds are deposited as executed by officers for 2000-2001 be approved.
2 - 3 that the Board of Directors ratify the June 25, 2000, Board motion that Jones
& Kolb be approved as Certified Public Accountant for ASHRAE for fiscal year
2000-2001.
4 - 4 that the list of committee appointments for 2000-2001 as shown in Attachment A
with the following changes be approved:

5 - 6 that the Board of Directors approve adding 3.1.6, 3.3.6, and paragraph 7 of
Appendix A Special Considerations, to the Scholarship Guidelines as noted below:
3.1.6 Regional Scholarships
ASHRAE Regional Scholarships shall be available to undergraduate pre-engineering
or engineering students attending a college, school, or university within a specified
ASHRAE region provided, 1) the curriculum in which the student is enrolled is accredited
by ABET or other accrediting agency recognized by ASHRAE, and 2) the student is pursuing a
course of study which has been traditionally a preparatory curriculum for the profession
of HVAC or Refrigeration.
3.3.6 Criteria for Regional Scholarships
To receive consideration for a Regional Scholarship, the applicant must have:
a. a grade point average of at least 3.0, where 4.0 is the highest,
b. at least one full year of academic study remaining from the time a recipient is
selected,
c. must have completed and submitted an official transcript of his/her grades from at
least one semester or one quarter of college study.
Appendix A Section 7 Special Considerations:
a. All applications will be received and reviewed on a yearly basis, including
reapplication from former scholarship recipients,
b. Scholarships must meet the fiscal guidelines of the Scholarship Program,
c. Name of the region shall appear in the title of the scholarship and all other
criteria in the Society Scholarship Guidelines shall apply,
d. Scholarship is restricted to a school in the named ASHRAE region,
e. Scholarship Trustees select recipients,
f. For any year there is not a viable candidate, the funds may be used in subsequent
years,
g. If viable candidates are not submitting applications for a period of three years in
succession and every effort has been exhausted to develop interest, the Regional Chair
shall be notified.
6 - 7 that the Board of Directors approve Mr. James Reese, York International, as a
Foundation Trustee to replace the seat held by Mr. Kenneth Hickman, who resigned from the
Board of Trustees in February 2000.
7 - 7 that consent items 2 and 3 of the ASHRAE Learning Institute report be approved:
2. that the Board of Directors approve the Course Development Committee BAR (Attachment
B of ALI report).
3. that the Board of Directors approve changes to the Accreditation Activities
Committee BAR (Attachment C of ALI report).
8 - 7 that the Board of Directors approve the ASHRAE Learning Institute Board of
Trustees BAR (Attachment A of ALI report).
9B - 8 that the Board of Directors approve the concept of certification and request
additional details prior to final approval.
10 - 8 that ASHRAE consider co-sponsorship of the DOE satellite broadcast on Standard
90.1 scheduled for September 12, 2000.
11 - 9 that consent motions 1 and 2 of the Regions Council report be approved:
1. that the ITESM Student Branch located in Monterrey, Mexico, and sponsored by the
Monterrey Chapter be chartered.
2. that the Manuel de Anda Chapters name be changed to "Mexico City
Chapter."
12 - 9 that the Board of Directors approve consent motions 1 and 2 of the Member
Council report:
1. that David R. Tree, Purdue University, West Lafayette, Indiana, receive the 2001 E.
K. Campbell Award of Merit.
2. that a Society-level award entitled the "Lou Flagg Historical Gold Ribbon
Award" be approved.
13 - 10 that $10,000 be added to the 2000-01 meetings budget for the Plenary opening
audiovisual module. This addition will increase the registration fees for the
Atlanta/Cincinnati meetings by the following:

15 - 11 that the Society provide an opportunity for all dues paying members to have an
"ashrae.org" email address.
16 - 11 that the Board of Directors approve the proposed changes to the Handbook
Committee BAR section 5.6 as stated below:
5.6 The following statement shall be included on the copyright page of the ASHRAE
Handbook.
No part of this book may be reproduced without permission in writing from ASHRAE,
except by a reviewer who may quote brief passages or reproduce illustrations in a review
with appropriate credit; nor may any part of this book be reproduced, stored in a
retrieval system, or transmitted in any form or by any meanselectronic,
photocopying, recording, or otherwithout permission in writing from ASHRAE.
Volunteer members of ASHRAE Technical Committees and others compiled the information
in this handbook, and it is generally reviewed and updated every four years. Comments,
criticisms, and suggestions regarding the subject matter are invited. Any errors or
omissions in the data should be brought to the attention of the Editor. Additions and
corrections to Handbook volumes in print will be published in the Handbook published the
year following their verification and as soon as verified on the ASHRAE Internet web site.

17 - 12 that the Board of Directors approve the proposed changes to the Handbook
Committee BAR sections 5.3 and 5.4 as stated below:
5.3 Individual chapters of the ASHRAE Handbook may be made available for sale
through the Internet, with appropriate safeguards to preserve the sales of ASHRAE Handbook
volumes and value of ASHRAE membership. Paper r [R]eprints of individual chapters of
the Handbook volumes are not sold by ASHRAE, except in the following instances:
5.3.1 Non-profit organizations engaged in research or education, as approved, at cost
plus overhead.
5.3.2 Handbook authors and revisers, in quantities not to exceed 100, also at cost plus
overhead.
5.4 This section applies to requests to reprint Handbook material.

5.4.1 Permission to reprint individual complete chapters is to be granted only to
non-profit organizations engaged in research or education, with proper credit to ASHRAE
and as approved.
5.4.2 Permission is to be refused to individuals or companies wishing to reprint entire
chapters for sale or for free distribution for trade or promotional purposes.
5.4.3 Permission may be granted to individuals, corporate bodies, non-profit
organizations and government agencies to reproduce charts, tables, illustrations, or
reasonable portions of text not embracing a complete chapter, provided specific permission
is obtained from ASHRAE for each such use and proper credit is given.
5.4.4. [A royalty fee may be charged when the printed material constitutes more than 50
percent of the complete chapter.] Royalty fees may apply depending on value of content
and amount of material to be reprinted.
18 - 13 that the ASHRAE eBook (currently the 4-year Handbook CD) be established as the
official Society Handbook and allow it to be updated annually. The four-year cycle of
printed volumes will consist of applicable chapters from the eBook as of the publication
date of the print volume.
19 - 15 that BSR/ASHRAE Addendum d to ANSI/ASHRAE Standard 15-1994, Safety
Code for Mechanical Refrigeration, be approved for publication, subject to a BOD
appeals period.
20 - 15 that BSR/ASHRAE Standard 33-1978R, Method of Testing Forced Circulation Air
Cooling and Air Heating Coils, be approved for publication, subject to a BOD appeals
period.
21 - 16 that BSR/ASHRAE Addendum l to ANSI/ASHRAE Standard 34-1997, Number
Designation and Safety Classification of Refrigerants, be approved for publication,
subject to a BOD appeals period.
22 - 16 that BSR/ASHRAE Addendum m to ANSI/ASHRAE Standard 34-1997, Number

that it accept the equipment standards contained in ANSI/ASHRAE/IESNA Standard 90.1-1999,
and that ASHRAE encourage the DOE to provide SSPC 90.1 with proposed revisions, with
supporting information for increased efficiency levels, through the continuous maintenance
process.
27 - 17 that ASHRAE Guideline 13P, Specifying Direct Digital Control Systems,
be approved for publication subject to a BOD appeals period.
28 - 17 that BSR/ASHRAE Addendum p to ANSI/ASHRAE Standard 62-1999, Ventilation
for Acceptable Indoor Air Quality, be approved for publication subject to a BOD
appeals period.
29 - 17 that BSR/ASHRAE Standard 150P, Method of Testing the Performance of Cool
Storage Systems, be approved for publication subject to a BOD appeals period.
30 - 17 that Standard 125-1992 (RA), Method of Testing Thermal Energy Meters for
Liquid Streams in HVAC Systems be approved for publication with editorial changes
subject to a BOD appeals period.
31 - 17 that the Board of Directors approve a concept for an expedited URP approval
process for advanced concept projects, which was developed by the Research Advisory Panel
(RAP).
32 - 18 that the Board of Directors approve that research project 1091-TRP,
"Development of Design Strategies for Rainscreen and Sheathing Membrane Performance
in Wood Frame," be awarded to Pennsylvania State University for a period of 24 months
at a total cost to ASHRAE of $197,465.
33 - 18 that the Board of Directors approve that research project 1137-TRP, "Field
Performance Assessment of VAV Control Systems Before and After Commissioning," be
awarded to Stantec Consulting Ltd. for a period of 18 months at a total cost to ASHRAE of
$123,984.
34 - 18 that the Board of Directors approve that research project 1161-TRP, "The
Effect of Personal Control and Thermal Variability on Comfort and Acceptability," be
awarded to University of California for a period of 24 months at a total cost to ASHRAE of
$141,717.
35 - 18 that the Board of Directors approve that research project 1190-TRP,
"Develop a New Loading Dust And Dust Loading Procedures for The ASHRAE Filter Test
Standards 52.1 and 52.2," be awarded to Research Triangle Institute for a period of
24 months at a total cost to ASHRAE of $130,948.
36 - 20 that the Board of Directors approve the following revisions to the TEGA BAR:
Revise Section 6.1.1 and 6.1.4 as follows:
6.1.1 This committee shall consist of [17] up to 19 voting members, including a
chair, a vice chair, 2 1 or 2 members with government activities
expertise, 1 or 2 Refrigeration Committee members, and 13 regional vice chairs, one
representing each of the 13 regions; in addition, a BOD ex officio member and a
coordinating officer are assigned. (98-06-25-38)
6.1.4 The President-elect shall appoint [two] one or two member(s) with
government [affairs] activities expertise and one or two
refrigeration member(s).
Revise Section 6.2.3 as follows:
6.2 Qualifications
6.2.3 The [two] members of the Committee with government [affairs] activities
expertise shall be Society members for at least [three] two years. The
Refrigeration Committee members shall be Society members for at least two years.
37 - 20 that the Board of Directors approve a modification of the TEGA policy statement
that appears in Appendix D in the Manual of Chapter Operations, the revised policy
statement to replace the existing statement in the MCO.
38B - 21 that the Board of Directors rescind its decision to eliminate travel
reimbursement and the special medallion for the William Collins Award and follow the
original award criteria.
39B - 22 that the Board of Directors concur with release of proposed Standard 62.2 for
public review.
14 - 23 that the ASHRAE Foundation be requested to reimburse transportation expenses
for award recipients listed in paragraph 8.11 of the Honors and Awards Committee Manual of
Procedures not to exceed $5,000 annually.
